The International Issues and Foreign Policy Institute (INCPE) is a private non-profit cultural
foundation recognized by the Ministry of Culture (Ministerial Order of June 20, 1988). Founded
as the Foreign Policy Studies Center (CEPE), it adopts its current name in 1991, after its merge
with the International Issues Institute (INCI), founded in 1979 and chaired by Ambassador
Antonio Garrigues y Díaz-Cabañate. Since its formation, INCIPE has been led by José María de
Areilza, Eduardo Serra Rexach and José Lladó Fernández-Urrutia
El INCIPEINCIPE’s basic purpose is the investigation and debate of the Spanish foreign policy issues and
the contemporary international relations. The foundation’s aim is to contribute to a better
understanding of this issues by the Spanish public opinion, advocating for the defense of its
national interest in the world.
INCIPE maintains an independent position from any partisan or group interest and integrates in
its activity collaborators and contributions from diverse political and professional origins.
